The main focus of this cluster to operationalize existing policies and protocols on free movement of people and of labour migration; and policies that promote and facilitate freedom of movement for business people, harmonization of rules on cross border establishment, and establish agreements on mutual recognition of qualifications.

- To operationalise the Protocol to the Treaty Establishing the African Economic Community relating to Free Movement of Persons, Right of Residence and Right of Establishment.
- To harmonise and align relevant national laws with AU Protocol on Free Movement of persons, Right of Residence and Right of Establishment.
- To conclude and implement agreements on mutual recognition of qualifications.
